Eucon installing wrong version on 5 of 15 machines?

I have a strange problem. Deploying EuControl and attempting to enable Eucon in Pro Tools 11.3.0 on multiple lab stations. Eucon is working fine on 10 of the 15 stations. On the OTHER 5, I get the "Eucon personality" error message. In every sense I can think of, excepting the issue, the machines are identical.

There are two users, administrator and student. Eucon works fine on the administrator side, so I'm guessing this is preference related? I've tried completely blowing out Pro Tools Prefs using the latest PT Prefs Tool (which unfortunately does not include the EuCon "cleaner"), and also uninstalling Eucon and using the clean EuphonixWS script.

One thing I've noticed: on the non-working student user, the System Prefs Eucon version reads 3.8.1. On the working administrator user, the System Prefs Eucon reads 3.8.1x11171610. Is this some sort of digital signing? I installed from the same .dmg. I'd prefer not to have to migrate users, but can't think of anything else. Any ideas?
