12.3.1 midi bug - some notes (randomly) are not playing

strange behaviour here:

when i record midi notes and play it back with any virtual instrument some notes (randomly) are not playing but i can see them in midi editor..
has anyone else this problem?

I'm experiencing this same issue, having just updated to 12.3.1.

I was able to resolve my midi issue by trashing prefs and databases this morning (after a clean 12.3.1 install yesterday).
Hope that helps-

From the Finder, click on the 'Go' menu at the top of your screen.
Press and hold the Option key on your keyboard and choose 'Library'.
Go to the Preferences folder.
Go to the Avid folder.
Go to the Pro Tools folder.
Delete all files in this folder:
AvidListFile.txt
DSIPrefs
InstalledAAXPlugins
Last Used.pio
Pro Tools Prefs
updater.properties

Pro Tools Workspace and WaveCache files
Try deleting these if you experience file-based issues, such as problems searching for audio files in the Workspace.
Open your Macintosh HD.
Go to the Users folder.
Go to the Shared folder.
Go to the Pro Tools folder.
Delete the following files:
Workspace.wksp
WaveCache.wfm

I've experienced this issue in various versions of Pro Tools over the years. Eventually I became immuned to it. It definitely needs attention and fixing. As mentioned above, try trashing your prefs.
