Cannot move song start to 1|1|1

My song start for every session is stuck at 1|4|115

When I try and move the song start to "Bar 1", it defaults to "2" in the dialog, but keeps it at 1|4|115.

Renumbering bars does not work.

Anyone know how to fix this?

PRO TOOLS 2020.5
