Default Cannot change response of encoders on HD

Is there anything changed in 5.3.1 version? F3 used to change between fixed and Velocity sensitive modes for rotarz encoders in previous versions and now it does not. Where is this function now?

it has changed to OPTION + F3.

F3 has been assigned to PRE functionality
