...and...are the update ($ 75,-) and update plus ($ 99,-) both available for 6.4 users as well? Is that for sure? Or do you have to have 6.9?

I'm pretty sure I read somewhere that you can update from 6.4, I'll try to find the link.

while we're on the subject, is it $75 for the 7.0 upgrade and another $100 for the plus upgrade, or does the $100 include the upgrade as well? granted, $100 for 2 plugins isn't a bad deal at all, but $25 is irresistable.

Seems pretty clear on the PT7 upgrade page to me:
<font class="small">Code:<hr /><pre>
Upgrade • software download DigiStore $75 USD
Upgrade PLUS • software download
• 2 plug-in authorizations DigiStore $99 USD
Upgrade PLUS • software installation CDs
• authorization instructions
• 2 plug-in authorizations
• upgrading guide Digidesign Authorized Reseller $99 USD</pre><hr /> The upgrade includes the software download, the plus includes the download plus the plugins, thus $24 for 2 plugins.
