Default Pre-Roll does not work (?)

I often run into a problem where I'll load-in someone else's PTLE session but the pre-roll function does not work when attempting to auto punch. The recording always starts at the Start point marker rather than the Pre-roll marker(Pre/Post roll is enabled). The start point marker is red and not blue as with sessions that I have created. Any suggestions?
