Default 8 channels on interface clip with only one input activated

When I create a session with a mono track and stereo master fader, eight input meters on the HD io face light up red from time to time. Static always accompanies the phenomenon. The static will go away for a time and I can track; however, it returns at random intervals. At first, I thought it might be the eleven rack; however, I mic'd an amp last night and the issue happened again. I don't understand how input monitoring a single mono track would cause all input meters of the IO to light and clip from time to time. Also, every output meter on the IO is unlit while this is going on. This even happened with a session closed (Protools still running). When the static is absent, everything operates and sounds as it should.

I use a BA 500 series rack for inputs 1-4, eleven rack (set to mimic analog out and connected to the computer by USB for integration) for 5, LA-610 for 6, AEA-RPQ for 7-8. The C24 pre's are used for inputs 9-16.

I record on a external seagate drive@ 32 bit, 96k. The clock is set to internal.

Indeed^^^ Not enough info. If I were a betting man, I'd bet you have an external 8 channel preamp going in via a digital connection, and that you don't have it clocked correctly
