I have tried to recreate this but failed. Can you please share your system config, there must be something incompatible with it...?

How is the loss being measured? Make a fresh session with two tracks:
  1. Mono Aux with Signal Generator on first insert.
  2. Stereo Master with a FFT plugin on any insert.
Show inserts A-E and F-J to make sure no other plugins are instanciated. Also show Sends A-E and F-J to make sure no sends have been created. Set the SigGen to Pink Noise. Watch the FFT as you pan from center to side and back.

If you don't have a good AAX FFT, MeldaProductions has a set of free plugins that includes one, along with many other useful things.

If that doesn't reveal the problem, it will rule out the possibility that it's happening inside PT. It could be in the Focusrite mixer app (Control?) if you have it installed.

Gotta be something funky in the monitor chain/interface (not necessarily monitors themselves) or routing; maybe panning dry track into a return from an aux or something that's phase-cancelling. Would have to see the session. Certainly not a PT bug or the world would've spun off its axis long ago...

Looking again, I see Focusrite interface - I'd say 90% the issue is in either how the interface's dry/wet monitoring is being used, or something funky in the interface.

I understand, but we don't know the elements within your session. Have you tried the stripped-down version I mentioned above and do they give the same results?

I'm leaning towards a phase issue. Start by testing all cables between the interface and the speakers and make sure every TRS plug is pushed all the way in(one click out would flip phase on a balanced connection)
