Default Odd AAX 64 plugin behavior- they don't show up from AAX folder

OK, this is weird and has been a problem since I upgraded to PT 11. My AAX plugins don't show up if I do a normal install. In order to get them to load, I have to open the PT 11 application bundle (hold down control key, select the program and select open bundle) and then install the plugins in the core plugin folder. What gives? Even the new version of Space suffers this problem.

What can I do to get the application to scan the folder?

Sorry, it's a bit nuts around here.

PT 11.1.1.195 native. I didn't realize there was another update.
All plugins except the Avid core plugins. So, that includes plugins from PSP, Plugin Alliance, Waves, Metric Halo, etc. They all get installed to the AAX plugin folder that resides in the Avid folder that was created with the install of PT 10.

I've tried uninstalling PT 10 and PT 11.
I've tried deleting the preference files, et.
I've rebuilt permissions, restarted, checked the hard drive for errors.

I'm on OS X.8.5 on a MBP 8,2 with 16 GB of RAM.

There must be some way that PT 11 gets pointed to the AAX folder within the Avid folder to look for plugins, but that's just not happening for me.
