When I Bounce To Disk (from the File menu, or by right-clicking on the track), the bounced file is -1.1dB lower than the track I'm bouncing. The track has no automation, the volume is at 0dB, no plugins on inserts, etc.
Is anyone else getting this?

Yes.
No. File->Bounce To->Disk and... Right Click on Track->Bounce same result Maybe it's a bug?

Did you try export file and see if the result is different as a test? I understand that this is not what you ultimately want to do.

How is the track level being measured, and how is the bounced file being measured? Are these peak values, RMS, LUFS?

Also check the 'bounce source' in the bounce dialogue box..

That's where my head went as well. Feels like a discrepancy somewhere.

It could be related to the pan law, in case you are bouncing a mono track routed to the stereo master/out
