BTW Pro Tools 2019.5 is such a fantastic release and improves CPU related errors and overall scalability so much that I would not be messing with Pro Tools 12.

So I've done everything that I could understand as far advice here and the article on optimizing and troubleshooting.
I will say that things are much better, but there is still the occasional "pause" for lack of a better word. I'll answer the questions below.

Do you have any wireless stuff going on other than maybe mouse/keyboard?
No
Virus scanner running?
Yes, Avast
What other programs do you have running when working inside PT?
None and I turned off all background programs as suggested.
Any 'green' drives? Are your drives sleeping?
I don't think so, but how to check?
Disk indexing happening?
I turned that off for all drives that use PT.
I also started the Sista Report but after 3 hours, it was stuck on 20% so I quit. Perhaps I didn't check the right boxes? I just went with the default items that were checked.

Thank you, but I am on Win 7. After updating all my plugins and PT, it really wasn't that bad so I may upgrade to Win 10.

disable or uninstall Avast. You should not have any AV software running when using a DAW. Even better just don’t install it on Windows, user basic care is much better protection.

Follow the directions for running Sandra in the troubleshooting section on DUC.

Sandra not being able to run can be (usually is?) an indication your system has problems

If you do a Windows 10 install do it on a spare drive/partition and just install Pro Tools, latest ILM and your interface drivers and chevknit all works perfectly, then reinstall plugins etc. Windows often does well with that smack on the head of a full clean install.

All those 5400 rpm drives are your problem. You really should have all 7200 rpm drives or even ssd's. 12 gig ram isn't helping things either. PT would really like to see a minimum of 16 gig. Fix those and your pause issues and other gremlins you're having should go away.

Thank you. I am looking into getting things upgraded.
Meanwhile things are working however I seem to be "stuck" at 256 Playback Engine. There are no other options, just 256.
Also when I create a session, 48K is not available to me.
Any suggestions are appreciated.

Check to see if Windows is using your audio interface - that's a no-no.
