Default Are some 64 bit plugins 32 bit compatible?

If a 64 bit plugin company claims "Native AAX 64-bit support for Pro Tools 10 and 11," does that mean that a single 64 bit version of the plugin includes automatic 32 bit compatibility? --or is there a separate 32 bit version?

Is there a no man's land developing where a Pro Tools owner who is forced to work in both v10 and v11 ends up with two very different systems because of:

1) Plugin manufacturers who skipped 32 bit and went straight to 64 and provide no 32 bit versions (or built in 32 bit compatibility?)
2) Plugin manufacturers who dove into 32 bit right away, but are dragging their feet on releasing 64 bit versions
3) Plugin manufacturers who pulled 32 bit versions off the market once their 64 bit versions were ready.

This is a grey area for me and many, if not most, plugin websites aren't clear on this issue.

Take this as a general guide; a plugin that claims compatibility with PT10 and PT11 will either install both versions when you install the plugin, or will offer 2 separate installers(one 32 bit and one 64 bit version). Looking at the available downloads will tell you what's there

Devs can chose to make a plug that is:

both 32 and 64 in one.
just 32
or just 64.

I've never seen any do separate 32 and 64 versions unless they optimized or updated.

And how easy is that? Is there any incentive to be doing that at this point? (presumably less incentive with every passing day)
