Soooo if you have windows 7 and pro tools 9,what worked for me was to goto setup preferences inside pro tools,goto display check auto switch input language and make sure the category says English.

Then also i went into the start button of windows 7 and typed "international" changed general to English and clicked apply,also went to location changed that to united states and clicked apply

And then I trashed the waves preferences,not sure exactly what folder they were in,I just used the search to find the waves folders and clicked til I found the preferences,hope this helps,good luck.
