Can I hang on to PT 10 when i buy 12.8?

I have just purchased PT 12.8 "annual upgrade and support plan renewal" Can I still hang onto PT 10 license for a transition period? Or will they take this license off my ilok?

Unless you purchased an "upgrade" from 10, you should be fine. You also should be fine as(to the best of my knowledge) a 12 license will open 11 and 10 anyway(someone correct me if this is wrong)

Welcome to the community.

Renewing your Upgrade Plan doesn't take away any licenses, it extends the Release Limit date of your perpetual license/bundle so that you can run newer versions of PT. (Check this in the Details for your license in iLok License Manager.)

A Pro Tools 12 license will only authorize Pro Tools 12.0-12.5.2 (the new Pro Tools Perpetual license authorizes 12.6/higher). To run PT 10.x or 11.x you'd need a Pro Tools 10 or Pro Tools 11 license (or a bundle containing them).
