Default Command Shift O just reopens the same session again. Intended behavior?

I can't make sense I what this is for. I use all default keystrokes and Pro Tools calls this "Open Recent Document 1" in keyboard shortcuts.

File -> Open Recent -> (the current open session which has Command Shift O next to it)

Anybody understand this?

Well this simply opens the last session you opened. More useful however when there is no session open yet.

What's to understand? Very useful command - come in after a break or starting up in the morning and continuing on whatever mix you were working on before you closed it. I use it all the time.

Sonopolis clarified for me. Basically for when PT is open but no session is open. It wouldn't make any sense to use it with an open session, that's what confused me.

It would if you wanted to re-open the session to its previously saved state.
