Default "There has been an error" when trying to create iLok account

This is likely very basic, but I can't get past it, and I searched the forum for it but found nothing (maybe I need a better search term).

I've used Sibelius 7 for years, and would like to try Pro Tools First. I sign into my Avid master account, I go to the Pro Tools menu and select "Get it now for free" link for Pro Tools First, then I check the box to use my Avid master account to create an iLok account, I enter my Avid password, but then when I submit that I get a page that says "There has been an error" in big bold purple letters. I've tried it many times, logging out and logging in again, rebooting, etc.

I'm using Chrome on Windows 10 on a Dell Optiplex 9010 with a 256gb SSD.
