Installation Failure - Pro Tools 2021.3.1

History:
I ran Pro Tools (PT) for a couple of years on PC, but the hard drive eventually corrupted beyond repair or file retrieval. Pro Tools subscription expired.
Now:
Got new custom-build PC. Renewed my PT subscription. Attempts to install PT 2021.3 have failed.
This is the sequence of installation events:
1. Installation Wizard prompts:
"This installation may require additional dependencies. Without its dependencies, Avid Pro Tools may not work correctly. Would you like to find the original setup.exe?"
2. If I click YES, it goes to an empty temp file folder and does nothing.
3. If I click NO, the Wizard begins the installation - but then an "Error 1309.Error" prompt comes up. Then it only gives me the option to Abort the installation.
I assume that the Wizard is looking for my previous Pro Tools file(s). But, as stated at the beginning, it is corrupted beyond repair in a now-junked PC.

Any ideas?

More info is needed.
1-Is/was there any previous install of Pro Tools on this computer? If there is, it must be uninstalled before installing 2021.3.1(this must be done from the Programs and Features page, which is one level deeper than the Apps and Features page).

2-Have you done all the system tweaks, updated Windows 10 and installed Quicktime?

If none of this helps, post a Sandra report(see the Help Us Help You link near the top of the page) so the experts here can look for any hardware problems("custom built" to what specs?).
