I've also encountered this issue, however the problem was with non-english characters being used in the parent folder, not in the video-file itself! Other video's located elsewhere in the folder worked with no problem, oddly enough. Removing the characters from the parent folder solved the issue.

Hi! Also remember, if the problem is non'english characters in the file's name, this also applies to the folder where you are storing your video. In my cas I struggled 30 minutes changing the files name, and the issue was my folder named "Día 1" in spanish with an accent on the i, instead of "Day 1". problem solved.
