Might be unrelated, but our Sync HD also didn't want to lock sometimes recently after starting everything up. The speedcal LED also would blink on the SyncHD. It receives Video ref from a Sync X. Strangely when disconnecting the video cable and reconnecting to the video ref input of the Sync HD, it would lock again. After some testing I suspected that the Sync X maybe spits out something that the Sync HD doesn't like, when everything is powered up together. I have since always turned off the the Sync HD separately and turn it on after the Sync X has started up. No problem since.
