Default Pasting and Duplicating on the grid

When pasting or duplicating audio on the grid set to Bars beats it is not pasting on the Grid line all of the time. There are tiny gaps at the sample level. I have tried setting the tracks to ticks AND samples as well as using linear sample and tick display and its the same. I have read all the threads and theories about this but is this a bug? Am I doing something wrong. Is it possible to duplicate or paste something from one bar to another without gaps?

make sure you select the WHOLE bar or grid section, not just the sample.

I read that thread and posted in it back then as well. Isnt that what tick based tracks is supposed to solve? Digi Tech said it would be fixed in the next release. With tick based audio tracks shouldnt you be able to paste and duplicate without the gaps? or having your audio not fall on the grid line? If not then why have the option. I dont understand. If i were pasting and duplicating in sample based tracks then I could see why and understand why this happens.
