No issues like this for me at all, in fact the opposite. FWIW there is a new PACE ilok manager out that is supposed to speed things up.

I put all my slate virtual mix rack plugins in the same spot in each track that I use them. Then I select "all" tracks and deactivate just that row where the "VMR" are. Close your session and the next time you load it "BOOM" it loads like it should. hold down shift+alt and deactivate the vmr on any track and it will deactivate that row of plugins across all selected tracks simultaneously.

Yes the new pace manager speeds up load times. I use slate vmr as well and it opens much faster now. Normal it seems now. Also I use vepro and that used to load slow. Now it is very fast as well.
