Default Bomb Factory 48 Ed Collection DAE -7400 Error

okay ... ;

keep getting the DAE -7400 error with Bomb Factory 48 Ed Collection in
Pro Tools 6.4 LE / DIGI001 on Windows XP SP3 .

It says something about insufficient resources ...

when I change the archive bit for a project file I can load an instance of the plugins, but after that the dreaded 7400 error-message's back there again .

Tried trashing prefs, re-installing Pro Tools, etc . NOPE !!!

Now tell me ... is installing the os the only fix / solution ?
