Default warped/slow audio

i dont know much about audio, this is my friends account but i built the pc for him. i took the existing partition on his original pc and copied it over to a sata drive, so its running all the same software as before. updated all the drivers accordingly. when using the m-audio delta 1010lt the sound will warp/lag when programs are opened, settings are adjusted, etc. even during simple playback from winamp or wmp. sound just dosent seem right at all. i have used a process monitor to see if anything is corresponding w/ this, its using close to nothing (16%-24% maybe). im thinking about a fresh install w/ win xp 64 bit since m-audio has 64 bit drivers. during my troubleshooting procedure, i have:
double checked all drivers to be up to date
check resource conflicts
disabled onbaord audio (which functions flawlessly btw)
swapped pci slots (3 times)
tried changing the pci latency on the motherbaord
prob some other things i cant recall, its been a long weekend...

any suggestions would be appreciated.

new hardware:
mobo: biostar ta770 a2+
cpu: amd atholon 64 x2 6000+ 4.0ghz
ram: pny 2x 2gb ddr2 667
hdd: seagate barracuda 7200 rpm sata
dvd: asus sata drw-2014l1t
dvd: lite-on ide (appears as atapi dvd a dh20a3h)

old hardware:
audio: m-audio delta 1010lt
video: nvidia gforce fx 5200 (prob the worst piece of hardware on it)
wlan: linksys wireless-g adapter

software version(s):
windows xp home sp2
m-audio driver/panel 5.10.0.5065
pro tools m-powered 7.3.1cs2
