Just tried in Pro Tools 12.4 on Mac-Pro 2010 Tower OS 10.10.5
Print to PDF worked as expected (command P>save as PDF). Score Editor in foreground. OP, more specifics...

I had the same problem, you need to add a printer (a fake one will do)
