Default 0 tracks 21% memory usage 64gb ram

How is this possible?

I first opened a full mix session and was getting 5 second delays with nearly every move. I started deleting one at a time to see if 1 plugin was being a hog, but turns out 0 tracks and it's still bogged down. Been having issues with very laggy sessions so I reinstalled protools yesterday. Obviously didn't help. Computer runs great outside of protools. I've been told it could be my omni / driver. Yet to get a new interface. Any other suggestions i'd love to hear it. I've done every windows optimization, set affinity, priority, any every other one you can think of. Did all the bios changes.

Hi have you setup your Bios right ? Since you are in PC it would be better if you disable all eco power settings / CPU stepping settings. Also check your RAM specs and setup your RAM settings steady too, don't let thr MB to manage them in auto. Just in case you didn't do it entirely that way. At least on my windows system setting the RAM manually have a huge impact so it worth trying.

2 more things comes to mind here also. Your Disc Cache Playback Size settings and Video Engine settings look over there too.

Yes to all above!!!

You might have an old plug version. Even if it's not in the session, it could cause a problem. Are your drives set up properly? What drives? Uncheck open video engine to free up some ram. All Windows and ALL plug updates. All AVID optimizations - go through that list again. Kill useless startup items. Uninstall bloatware. Run CCleaner - free version is fine. I also like to run CCleaner reg cleaner (it's never given me a problem). Run a full Windows Defender scan. Take boot-drive images in case you need to roll-back. This may seem like a lot to do, but really if you do it all once carefully, you should be good to go with minimal on-going maintenance.

I have hyper thread off and turbo boost off in bios. All voltage and multiplier settings are set to auto though, i'll experiment with that.

I have a 970 evo ssd for my windows drive and 2 (2tb) sabrent ssd's for sessions / samples (also m.2) drives. All of these have indexing off but i actually wanna try it back on, i thought maybe things were running a bit smoother with it on, is that possible?

No cd or virtual disc.

Video engine off, i've played with all sorts of disc cache setting and seemed like most made it worse so i returned to "normal" setting

I feel like ive done every single windows tweak you can imagine. All listed by avid plus even more for optimizing windows for performance. Haven't tried ccleaner or regcleaner.

Will try some of these things and see if it helps.

Thanks

Checking plugs for latest version is a standard optimization.

all same plugin installs. I just built this computer a month ago. Either way, running pretty smooth all day.
