Add Tempo Button Problem

Before I start....

I have searched on the DUC and researched in the Reference Guide.

I am going step by step in trying to change the tempo in my session. My problem is when I get to "click on Add Tempo Change Button" nothing happens. I don't get the dialog window that should be opening.

Have you activated the conductor track, that enables and/or disables the tempo changes? you do it on the transport window, it looks like, edit: I found a really cool pic of it on google:
