Not sure this will help, but the C24 needs an absolutely solid ground connection, AND correct voltage. I have a friend with a C24 that worked perfectly until he moved to a new building. The new place doesn't have a proper ground, and shows about 136 volts at the wall!

try power cycling the C/24. Turn your mains down when you do this!! Verify the ethernet connection in PT also.
