Just a follow up. I fixed the issue.

For some reason the HDX card did not like the PCIE 8X slot. It should work fine in it but not on my motherboard. Z170X UD5 Gigabyte.

I moved my graphics card to a 4x slot. I'm not gaming so it works fine in protools and windows. My HDX card got moved to the 16x slot at the top and is working great now.

No answer why it hates the 8x slot.
