From 9 upgrade ?
What I've noticed on my AVID account to upgrade from 9 to 2018 is the same price as if someone is buying the program for the first time, that's ODD.
I would imagine a better price point considering someone has been upgrading from 7 then 8, then cross grading you would be offered a better deal ?

A new perpetual license is $599US. An upgrade from 9/higher is $299US.

Perhaps you are comparing perpetual and subscription?
A 1 year subscription is $299US, but that stops working at the end of a year. You can subscribe again (monthly or annually) as desired. The $599US perpetual license never expires, so you can continue to run the latest version provided during your Update Plan's term.

I just checked my Avid store account and in 2014 I paid $199 for a perpetual upgrade from 9. So in 2019 $299 seems like a reasonable deal to me and I'm known to squeeze the buffalo dung out of a nickle.

If you don’t pay your upgrade/support fee, your Pro Tools license will freeze (but not expire) at the latest version available when your upgrade/support was last in effect. I have Pro Tools Ultimate, my annual upgrade/support plan is $399, so if you don’t need HD features, $299 is a heck of a deal on that upgrade.

Okay so it all comes down to no matter what plan you purchase, everyone is essentially renting (CORRECT) ? Dave Ramsey insisted to never rent anything. But this is obviously is essential to a lot of music makers I guess.

You can then renew to get another 12 months of releases, or let the Update Plan lapse and continue using your license to run any versions released up through your Plan's expiration date.
