SC48 Main IO card and IO16 card troubleshooting

Needing some help...

the Venue SC48 I use each summer has come back from a rental with a variety of issues. Upon booting up I initially saw that the IO16 card mounted in slot E was not showing up in the patch bay or the devices tab. Tried re seating the ribbon cables and power and updated the firmware with no luck. Started a full board check and discovered my headphone jack, talkback input, and 2tr analog and digital IOs are also not working. The Gpi is working, however, and all of these ports are located on the main IO card. Cards A-D are working fine, so technical support suggests the main IO card has failed, and that is why I also can't see the IO16. I just got a new main IO today and installed it, but there's no change. Has this happened to anyone else? Is there anything else I can do on my end? The latest theory is that the main IO card is not getting power, but I cannot see any damage to power cabling or loose connections.
