Surely there's an educational facility or some business nearby where you could explain to them the situation and perhaps offer to pay for high-speed access on their network for a few hours. It would be worth it. Just prepare a list of installers and download links in advance.

One idea: When you have Windows installed and updated, make an image so you can easily go back to that. Then all you have to do is bring the image back and update Windows and you're ready to reinstall the rest. I would also suggest making images as you go along - hard drive space is cheap these days. Personally, I use Macrium Reflect. There are other backup programs. I image before any update/upgrade/install/uninstall and I keep three day rolling images of my OS and Audio drives done nightly.
