If you power it up and feed WC from loop sync (this is just normal 1X wordclock signal) out to some other digital box, does it take lock?
Other than that (and juggling the ribbon connectors so that they have clean connections) I must assume motherboard has some sort of failure that is too expensive to fix.

unfortunately nothing locks when in sync with the other 192
in fact that was my initial audio setup till i noticed one 192 did not sync anymore. it all started when i was using my HD Native card and the strangest is that when i launch digitest included with pro tools hd 11, the results are showing an error message that he could not find any audio interface ---> even with the 192 that works fine. EDIt i also have to say that, if i boot with HD11 on Mountain Lion usin the HD Native core card : sometimes the pro tools hd 11 does not find my working 192

If your working interface is not recognized the most likely cause is faulty DigiLink cable.
What I meant with the clocking test is even without connection to the core card, your interface should send 1X word clock out of the loop sync output so if you could get any external box lock to that signal we could rule something out of the equation. But it seems you first need to try with a brand new DigiLink cable (and/or adapter)

well my fault, i guess i tried as i was discovering my actual problem and without cleaning all with the pro tools prefs helper.
I just gave it a try and all seems to be okay so far after several boots Also : digitest is okay
