Default Will there be a difference in performance between Protools MP9 and Protools 10?

I am using Protools MP9 now. I am thinking of buying Protools 10 & 11. Will there be a difference in the audio sound quality of Xpand2 & Boom between Protools MP9 & Protools 10? Will there be a difference in performance between Protools MP9 and Protools 10 e.g. lesser errors when using effects? Is it worth upgrading to Protools 10 & 11 from Protools MP9 for $400? Should I have to wait for a sale for the Protools 10 & 11 Upgrade?

There shouldn't be a major difference in performance and the audio should be the same.

Normally the sale price stays the the same on Upgrades since its set via Avid. Although a dealer may offer a special price or bundle deal on new hardware. So there no real incentive to wait. The price of the Eleven Rack was hovering around 640.00 at several online retailers. If you play guitar you may find that attractive and that price includes both the hardware unit and PT11. Which could be further offset by selling your old MAudio hardware.

PT has gotton to be a bit more efficient and also more forgiving of the hardware it runs on from 7.x through PT10. But plugins tend to be recoded to take advantage of this so there's not a lot of net gain in performance.

I doubt you would see a big difference from PT9 to PT10. If you were contemplating the move as a way to fix a performance issue you would probably be disappointed.
