Read Mode + Latch buttons - solid on session start

Just moved to 6.9. When I open a new session, the Read and Latch buttons are glowing solid. A mixer I'm teching for says this isn't what he's used to, and I honestly can't remember if it did this before.

I did a quick test and it seemed to write the latch automation fine, but he says it's not acting right. He wants to see a blinking latch button only, and doesn't see that until he hits Option + Latch. Is this just because a pass hasn't been made yet, or is this a bug? Either way, Read shouldn't be lit AFAIK.
