Default Memory usage very high in empty session

I upgraded to 2019.10 just to try it out and I'm having the memory in system usage at 67% in an empty session - is this a bug or am I missing something?

I noticed the same thing. After looking at the Activity Monitor (MacOS) I realised the Video Engine is eating up a bunch of memory. Rolled back to 2019.6 and it's better now.

Try disabling the video engine and see if you notice a difference.

Pro Tools 2019.12's video engine seems to also eat up a lot of memory on my machine. Can anyone confirm this, please?

Yup - absolutely no question. My RAM was running at a comfortable 50% (approximately), in version 2019.10. And, I should probably mention that my install had a video error of some kind, so the video engine would not load. No biggie for me, as it isn't a feature I use in my day to day work.
Until ...I installed the 2019.12 update this morning. One of the first things I checked was to see whether or not the video engine would load. It did. Which would explain why my memory was maxing out at almost 90%. Good news is that I disabled the video engine and the memory dropped back down to a sane amount...
