No midi outs in 6.9?

Hi for some reason for me Protools 6.9 is not showing any of the physical midi outputs at all. Its showing the midi keyboard that I have and some emulated ports, but not the main priority outs. I have plugged from the 002 midi out port1 to the Fantom XR and I am getting no midi type of light action. When I use a basic casio with midi output to the fantom it works fine. I also have MMERefresh and its not helping any. I re-installed PT and still no luck. Any ideas on whats really going on. Because this happened before and is now happening again. I don't think it should take me a pc reformat either to fix this issue. Thanks everybody.
