Default "problem downloading" message

Running 12.8.3 on two Windows computers. Uploaded project to the cloud on computer "A". Downloads work fine on computer "A" . No problem.

However, cannot download to computer "B". Get "There was a problem downloading..." message with no additional details. Every time.

Is there a fix or workaround?

Can you upload projects from computer B?
If so, can you download the project from computer B on computer A?
Is computer B signed into an Avid Account?
Are both computers using the same account or are they separate accounts?
