Do you possibly have more than one static IP address coming into your facility? If so, the return http message may be getting routed to the 'default' IP address, rather than the one being used for the server. Setting up a NAT rule to make sure both incoming and outgoing messages are routed through your specific IP address should clear up the problem.

If that's not the case, can you give a bit more detail on any routers, switches or other devices between the server and your internet connection?

Also, what do you mean by "i've closed the router address 192.168.1.1:80"?

thanks for the fast response

no definitely not more than 1 static ip address going into hub - isp via router supplies only 1 address

the router had lan administration on 192.168.1.1 port 80 which i thought might confuse the issue - so that is disabled
