Insertion Point Not Synced

For some reason when I tap the down key during playback to select an insertion point in real time the selected point is offset. It appears earlier than when I actually tap the key.

For example, if I hit the down key right on the downbeat, the insertion point will show up like a 16th note early (approx).

Can anybody offer an explanation or solution for this issue? It's really impeding my workflow.
