Any suggestions on a good rack-mount finalizer (mastering limiter?) for about 1000. USD?

The dbx Quantum.

dbx have a Quantum II that's out now, however the original Quantum is great, and cheaper. I got mine used for $800.

Try Triple C (TC Electronic) You can use it as a spdif insert on your masterfader.....
