Default MIDI Quantize Quandry

I'm stumped.

I step-entered a shaker part, 1 measure of 16th notes.

When I go to the MIDI Event Quantize window, set the quantize to one of the Groove Quantize options (e.g. MPC 56% swing) all of the notes snap to beat 1 of the following measure. Huh?

And - another question: Has anyone figured out how to use the MIDI Note Select to select, say, all the D1 notes (snare hit) that fall on beats 2 and 4 of each measure - across the entire song?
