Yes, The Dolby Atmos Renderer works with no problem on its own on macOS Ventura. The problem arises when you have to use Dolby Audio Bridge to interconnect from another application... No signal is being passed.

Same problem on:
- macOs Ventura 13.4 (22F66)
- Dolby Atmos Renderer 5.0.0_272-501207d3
- Pro Tools 2023.03

Both Dolby Renderer and Pro Tools does not show the "microphone access request" popup, which give the ability to get audio from audio devices.
The apps are not even listed in the OS Security panel under Microphone page.

I solved by manually inserting both apps in the authorisation DB.

1) Quit both apps
2) Open Terminal
3) Paste below commands, one line at time
4) Check for errors in command line
5) Start apps and verify

cp ~/Library/Application\ Support/com.apple.TCC/TCC.db ~/TCC.db.bak
sqlite3 ~/Library/Application\ Support/com.apple.TCC/TCC.db
insert into access values ('kTCCServiceMicrophone','com.dolby.atmos.renderer', 0, 2, 2, 1, null, null, null, 'UNUSED', null, null, 1669648527);
insert into access values ('kTCCServiceMicrophone','com.avid.ProTools', 0, 2, 2, 1, null, null, null, 'UNUSED', null, null, 1669648527);
.quit

In case of problems, to restore the old DB:

cp ~/Library/Application\ Support/com.apple.TCC/TCC.db ~/TCC.db.problems
rm ~/Library/Application\ Support/com.apple.TCC/TCC.db
mv ~/TCC.db.bak ~/Library/Application\ Support/com.apple.TCC/TCC.db
