Default Uninstall Pro Tools Ultimate

I looked through all of the steps (and tried them), but I still cannot uninstall Protools Ultimate...Any suggestions?

You missed the important step Right-click the Start menu>Apps and Features> On that page, in the upper right, select Programs and Features(under "Related settings"). On the next page, let the list load(it takes a minute), scroll to Avid Pro Tools>Right-click and select Change. The next window will allow you to remove Pro Tools. And on that page, if you have a checkbox to also remove the HD driver, check that(if you don't, the leftover HD driver will confuse the installer when you go to install PT the next time).

You might need to use the old legacy control panel uninstall. Type 'control manager' in the text box down the bottom left of the task bar. Select the control panel, then click uninstall programs, find Pro Tools in the list and you should have the uninstall option available.
