Factory V2 Plugins

My issue has two parts:

1. The plugin Licenses (Factory) that shows on my iLok do not allow these plugins as active on PTS v9, even with the new installer from the Avid site.

2. The plugins that show and or is listed on the Factory v2 do not show on my iLok. On the iLok site these are missing as well. Why is this?
The one that is not missing on the iLok site, still comes up on PTS v9 as needing Licenses.
