Default Any reason for less free stuff with PT M-Powered?

Just wondering if there's any official word on why PT M-Powered users are getting short changed with bundled tools? Things like the Ignition pack, for example - why are M-Powered users being excluded from this? The OMF transfer tools also come to mind.

Will these tools be separately available to us at some later point?
