Please go to the following location and see if you can find the ReWire files:
Go to C:\Program Files(x86)\Waves\ReWire and look for
Folders: Win32 and x64.

Files: WavesReWireDevice.dll and WavesReWireDevice_x64.dll

If you see this files then please try to trash Pro Tools 11 preferences:
Please hold down the Windows key + “R” (for Run Command) type in %APPDATA% - This will open a browser window to C:\Users\*YourUser*\AppData\Roaming.
Go to C:\Users\*YourUser*\AppData\Roaming\Avid\ProTools folder and move the following files to your Desktop:
InstalledAAXPugins
Pro Tools Prefs

Run Pro Tools again and see if you can locate Waves Rewire under instruments (you can also delete the above folders from your Desktop).

If you couldn’t find the files and folders I mentioned before, please reinstall WavesTune:
1. Close any open host application (i.e. Pro Tools)
2. Download and run our latest installer.
3. Accept the terms and install to the default locations.
4. From the check box menu, scroll down to the bottom, expand the Single Plug-ins Category and select WavesTune.
5. Click Next and wait for the installation to finish.

I am in the process of resolving it via this route thanks HNY!

I have achieved success and resolution by following the instructions above from Waves tech support so if you are experiencing the same problem, the method above should help.
Thanks everyone.

PLEASE NOTE:

"Go to C:\Users\*YourUser*\AppData\Roaming\Avid\ProTools folder" - YOU MUST MANUALLY NAVIGATE TO THE DIRECTORIES STIPULATED BY USING THE ARROWS IN THE MENU BAR AT THE TOP OF THE PAGE - the directories do not automatically appear in the folder navigation structure in the main page.

Also note, for this method to work, you must DELETE the two files stipulated after you have moved them to the desktop, and BEFORE re-instigating PT. This forces PT to re-scan all plug-ins on the next load up and re-write the files you have moved. After successfully re-scanning, REWIRE appears in the "Instruments" menu.

Both files that have been moved to the desktop can now be deleted.
