Oh I'll bet it is. Other copies of the video will be around. Avid surely has a copy.

Being "on the record" makes no difference, though. Whether he said it or not, the policy is what it is. If the $99 upgrade is legit, you'll get it. If it isn't, you're not going to -- even if they said you would during their press conference. Even if the reps there misspoke, Avid is unlikely to honor that offer if it never really existed.
