Close Pro Tools and open it again. That's it.

Make sure your new plugins are AAX32 or RTAS compatible, Pro Tools doesn't use VST like Cubase

No, that won't do it.
To force a full rescan of plugins in PT10, on mac at least, you must delete the DAE Preferences file. You'll notice that PT will take longer to launch first time.

I can't remember the exact location of that file now, that's because I use the "PT Prefs" trasher application that some smart guy here on the DUC made for us. It's free and with some smart searching of the DUC you'll find it. (Not shure there is a windows version.)

Any new plugins will be automatically detected and added as amagras said so it's likely the plugins are either in the wrong folder or are not RTAS /AAX32bit Or are mono or stereo only and will only appear for mono or stereo tracks depending on what that are.
If you want to do a total fresh plugin scan you can trash your preferences but this is not necessary to add new plug-ins as noted above.
If you tell us whether you are on Windows Or MacOS and what the plugins are we can help further .
