Another way to get this effect: find the most valuable microphone in your collection, and submerge it in salt water. After you take it out of the water let it dry for a while and then presto, just the sound you are looking for!

What you're looking for is what we refer to as a "futz." There are some expensive plugins that can do this, but you don't need them. Just use some EQ and compression:

- First, insert an EQ-III 7-band and activate its high-pass and low-pass filters. Roll off everything below 300Hz and above 3000Hz to start. Play around with the amount of roll-off until you get results you like.

- Next, insert a compressor of your choice and set it aggressively. Fast attack time, fast release time, ratio of 5:1 or more, and then dial the threshold up and down until you get a pretty substantial amount of gain reduction. This should really start to sell your effect.

- Lastly, if you want, you can follow with another EQ and boost around 1.5kHz to 3kHz, to really make it nasty.

Experiment with making each of these more or less extreme until you have the desired effect!
