After doing some more research, the userkey.psw recovery file method only works with local account login. If you use the Microsoft account method to log in to Windows, the only way to reset the password is to log into your Microsoft account and request a password change:

https://www.microsoft.com/en-us/account

Just make sure the email account and phone # you provided when you first set up the Microsoft account are still the same, because they will send you an email or text message before you can actually reset the password.

There are probably some "hacks" or workarounds, but this is the most straightforward way to go.
